The direct answer

CMS has changed several Medicare Advantage and Part D marketing requirements for CY2027 materials. Use the current coverage-year guidance and the agent’s carrier process instead of recycling a prior-year checklist.

Use the coverage year as the control field

CMS's September 2026 partner tip sheet says the CY2027 marketing and communications changes apply to CY2027 materials beginning October 1, 2026. Build the agency's update around the material's coverage year, rather than assuming everything created in calendar 2026 follows the previous workflow. Keep the source date and coverage year visible in the approval record.

This guide offers an implementation method for agency owners. It does not certify individual materials or replace the carrier's required process. Begin by collecting the current written instructions from the organizations the agency represents, then identify where the public rule and the agency's operational instructions need to be reflected in actual tools.

Create an inventory of affected work

List scripts, appointment scheduling rules, educational-event plans, marketing-event plans, recording settings, disclosure components and reusable templates. Include assets hidden in automations, old downloads and scheduled social posts. A website footer update does not change a saved call script or an email already queued in a separate system.

CMS's update highlights changes to event sequencing, SOA timing, advertising language support, TPMO disclaimer wording and timing, call retention, and certain plan notices. Assign each relevant item to an owner. Some plan-level changes may not require an agent-controlled asset change; record that conclusion rather than deleting content solely because a summary says a requirement was removed.

Build a change register the team can use

For every affected asset, record the old instruction, current source, required operational change, carrier confirmation where relevant, reviewer and deployment destination. Separate factual rule changes from optional process improvements. That makes it possible to see which tool settings must change and which are merely recommendations.

For a solo agent, the owner and reviewer may be the same person for an internal inventory, but external review responsibilities still need to follow the relevant process.

  • Asset: exact script, template, page or integration identifier.
  • Coverage year: the year the material concerns, plus intended use date.
  • Evidence: primary source and the applicable organizational instruction.
  • Action: revise, retire, retain with documented reason or investigate.
  • Acceptance: a concrete check demonstrating the final workflow.

Rehearse the revised paths

Test a personal appointment from first request through the SOA record and meeting preparation. Rehearse an educational event that transitions into a separate marketing event. Review a call script through the point where benefits begin, and confirm the applicable disclaimer is available at the appropriate point.

Run the rehearsal using the actual scheduling tool, presentation deck and recording provider. Staff may understand the update verbally while old software instructions continue imposing an outdated delay or using an old script. Record the test result and the exact version used so the agency can distinguish a training problem from a configuration problem.

Work through an illustrative update

Imagine an agency's scheduler still enforces a fixed waiting period, its call checklist uses a first-minute cue, and its event template assumes an old location delay. The owner creates three change records rather than rewriting every marketing asset. Each record links the source, identifies the carrier process, updates the relevant tool and defines a rehearsal.

The scheduler check verifies that the advance SOA record still exists. The call rehearsal verifies the reviewed script and timing. The event rehearsal verifies a clear transition and attendee choice. These are illustrative acceptance checks; successful execution does not establish that every future interaction will meet every applicable requirement.

Keep the update alive after deployment

Archive the retired templates as historical records and remove them from active selection. Search shared folders and automation libraries for old instructions. Train the people who actually schedule, speak and publish, then sample the revised workflows after they begin operating.

Review new CMS and carrier notices through a controlled change queue. An annual article date change is insufficient when the agency's operational tools still use the previous version. The useful result of this update is a traceable system in which the current instruction, active material and actual workflow can be examined together.

Questions agents ask

Should agents use a 2025 checklist unchanged?

No. Current material classification, coverage-year rules and carrier requirements must be reviewed before reuse.
